Background
Africans Rising is a Pan-African movement of people and organisations building solidarity and unity of purpose, among Africans to create the Africa we want. The movement is governed by its Constitution as adopted by members and which provides that elections of Coordinating Collective members be held every two years. It further provides that the elections will be conducted and overseen by a body of people called the Nominations Committee.
Type and Purpose
A special committee established to oversee the Election of Africans Rising Coordinating Collective (Board.
The purpose of the Nominations Committee is to facilitate the nominations process for the Africans Rising election of a Coordinating Collective.
Membership
Members of this committee cannot contest the election and must sign a declaration that they have no vested interest in the election process.
The Nominations Committee profile must ensure a gender balance of 40% – 60% or better.
According to the Constitution, the Nominations Committee shall consist of eight members made up of:
- Three people drawn from the group who attended the Assembly where the Kilimanjaro Declaration 2.0, the Africans Rising founding charter was revised and adopted in Arusha
- Three people drawn from the general membership;
- Two people drawn from the current Coordinating Collective, who will not be contesting in the elections.
Reporting
The Nominations Committee will report to the Coordinating Collective
Scope of Work
The Nominations Committee has the responsibility to:
o Appoint a chairperson of the Nominations Committee at its first meeting;
o Finalise the voters’ roll;
o Call for nominations for Coordinating Collective elections;
o Validate in terms of eligibility to stand as a candidate or nominate a candidate;
o Translate and approve all election communication;
o Extend the nominations period if necessary; and
o Attend to any objections
Authority
The Nominations Committee has the authority to:
- Approve the voters’ roll;
- Approve the final candidates list; and
- Approve the ballot paper
Deliverables
The Nominations Committee is expected to deliver credible and transparent elections.
Meeting arrangements
Since the Committee members are spread across continents, members will meet virtually for their deliberations. Africans Rising secretariat shall provide all the necessary assistance to facilitate this.
The Chairperson must arrange meetings. All meetings must be minuted.
Resources and Budget
The Nominations Committee role is not remunerated. However, all expenses related to the work shall be borne by Africans Rising.
